Resolution No. 595 of the Cabinet of Ministers of Ukraine entered into force on May 16, 2026, introducing important amendments to the official fee system for intellectual property matters in Ukraine.
One of the key changes concerns the discount applicable to electronically filed IP applications. Previously, applicants benefited from a 20% reduction of certain official fees for electronic filing, meaning that only 80% of the standard fee was payable. Under the new rules, electronically filed applications are now subject to payment of 90% of the applicable official fee, effectively reducing the electronic filing discount from 20% to 10%.
The amendments also clarify that multiple fee reductions cannot be applied cumulatively. If an applicant simultaneously qualifies for several preferential fee regimes, only the most favorable (lowest) fee rate will apply.
In addition, the Resolution introduces preferential official fee rates for veteran owned businesses, including reduced fees for patents, utility models, industrial designs, trademarks, and geographical indications.
