Uzbekistan: A Promising Destination for Innovative Business

Having practiced in the field of intellectual property (IP) for over 25 years, we have witnessed evolving business trends and shifting landscapes in the jurisdictions where we operate. This experience enables us to share valuable insights to guide our clients effectively. In 2024, we observed a notable increase in the number of IP filings in Uzbekistan, signaling a growing interest in this jurisdiction among innovative business entities.

Statistical Growth in Intellectual Property Filings

According to the WIPO IP Statistics Data Center in 2023:

  • Patents: The total number of applications grew by 11.6%, reaching 752 applications, of which 518 (68.9%) were filed by national applicants and 234 (31.1%) by foreign applicants.
  • Industrial Designs: Applications increased by 5.5%, totaling 269 applications, with 212 (78.8%) submitted by national applicants and 57 (21.2%) by foreign applicants. Notably, non-resident filings surged by 171.4%.
  • Trademarks: The total number of filings rose slightly by 0.7%, amounting to 20,934 applications, including 11,455 (54.7%) from national applicants and 9,479 (45.3%) from foreign applicants.

Uzbekistan’s patent application filings are concentrated in several key technical fields and markets:

  • Biotechnology: 40%
  • Computer Technology: 20%
  • Medical Technology: 20%
  • Other Special Machines: 20%

This data indicates that Uzbekistan is not only fostering innovation but also strengthening its economic ties with the global economy and neighboring countries. The country of origin for non-resident applications reflects this growing connection:

  • United States of America: 20.1%
  • China: 10.3%
  • Germany: 9%
  • Switzerland: 6.4%

These trends highlight Uzbekistan’s role as a strategic regional hub for innovation and business development.

An analysis of recent growth in filings reveals that legislative changes in Uzbekistan have contributed to this positive trend. A significant milestone was the issuance of the decree “On Additional Measures to Accelerate the Process of the Republic of Uzbekistan’s Accession to the World Trade Organization” on June 2, 2023. This decree prioritizes WTO membership, taking major steps toward aligning the country’s customs duties, fees, and pricing structures with the General Agreement on Tariffs and Trade (GATT 1994).

As Uzbekistan continues its journey toward economic reform and global integration, the country has become an attractive destination for foreign businesses. Recent reductions in official fees for foreign residents further enhance Uzbekistan’s appeal, showcasing a business-friendly environment.

Uzbekistan’s Global Innovation Index 2024 Ranking

Regionally, Uzbekistan ranks 4th among 10 countries in Central and Southern Asia and 10th among 38 lower-middle-income economies in the Global Innovation Index. These rankings reflect the country’s growing role in fostering innovation and integrating into the global economy.
